Daryl Phillips

Daryl A. Phillips, CBO, Principal

Daryl is a Principal with Phillips Seabrook and Associates and is a Certified Building Official and Certified Floodplain Manager. Previously, Daryl served as President of The Phillips Group from 1993 through 2010. During that time, The Phillips Group emerged as the North Bay’s leading provider of building department services.

Since 2007, Daryl has served as the Contract Building Official, Floodplain Manager and ADA Coordinator of the City of Larkspur. He has served as Contract Building Official for the Cities of Albany, Belvedere, Corte Madera, Cotati, Sausalito, Soledad, St. Helena and Windsor.

During a career that has spanned 35 years, Daryl has provided regulatory services to the public sector and code consultation and expedited plan review to architects, engineers, and developers within the private sector.

Daryl also currently provides plan review services for large, complex projects, essential services facilities, publicly funded projects and projects involving historically designated structures. He provides expert legal consultation on building code related matters and oversees the plan review and inspection team at Phillips Seabrook.

Daryl has served on the Board of Directors for the following organizations:

  • County Building Officials Association of California (CBOAC), Board of Directors 2003-2006; Industry Member of the Year Award 2005.
  • Redwood Empire Association of Code Officials (REACO), President-2005; Chair, Education Committee (17 Years).

Eric Seabrook

Eric Seabrook, CBO, Principal

Eric is a Principal with Phillips Seabrook and Associates and is a Certified Building Official and Certified Green Point Rater and Professional. He provides administrative oversight, plan review and inspection expertise for a wide range of occupancy projects throughout California. Eric has over 25 years of experience working with Building Departments. He has served as contract Building Official for many jurisdictions, including the Town of San Anselmo; Corte Madera; Belvedere; Town of Windsor; Saint Helena; Sausalito; Soledad and other entities throughout Northern California.

Eric joined Phillips Seabrook’s legacy firm, The Phillips Group, in 1994 and held the post of Vice President there for 16 years before becoming a Principal in Phillips Seabrook. Eric began his careers as a Plans Examiner with Willdan, including assignments for the County of Santa Cruz, Earthquake Recovery Division and the City of Oakland’s Fire Recovery Center, after the devastating fire that destroyed thousands of homes in Oakland and Berkeley. He also worked directly for the County of Santa Cruz as a Plans Examiner.

Eric frequently provides instruction in various aspects of code compliance to professional organizations and was the primary instructor for the Monterey Peninsula College Building technology Program from 1992-1997. He has provided instruction for CALBO Education Week on the Building and Accessibility code and offers regular training updates on accessibility to various groups. He has worked with members of various AIA chapters to learn aspects of the code as they prepare for state Architect licensing. Eric has also provided training for local construction related organizations including REAIA, CSI and ACIA.

Eric actively participates in various building industry organizations. He was voted Industry Member of the year by CBOAC in 2012 for dedicated service to the organization’s goals. Eric currently serves as a Board Member or Officer in the following organizations:

  • Board of Building Appeals, Sonoma County (since 2007)
  • Board Member, County Building Officials Association of California (since 2010)
  • Officer, Redwood Empire Chapter for International Code Council
